A regular meeting of the Jewett Town Board was held on December 8, 2004. Supervisor Michael Flaherty called the meeting to order at 7PM. Present were Board members Charles Kutcher, Thomas Hitchcock, Paul LaPierre and Harry T. Wilson. Also present were Building Inspector Robert Bosworth, Planning Board Chairwoman Jane Bostrom, newspaper reporter Mike Ryan, Attorney for the Town Tal G. Rappleyea and the town clerk.

The public hearings were opened to hear comments on 4 Local Laws.
Local Law #6 requiring fees relating to all local laws will be set by the Town Board. Local Law #7 establishes a senior citizen sliding scale tax exemption. Local Law #8 establishes levels for tax exemption based upon disability/low income. Local Law #9 is to require prior written notice of certain dangerous conditions.
There was no comment from the public on any of these local laws.

The public hearings were closed on a motion by Flaherty, 2nd by Kutcher and carried.

A motion was made by Flaherty and seconded by Hitchcock to adopt Local Law #6. ROLL CALL: Aye 5 Flaherty, Hitchcock, Kutcher, LaPierre, Wilson.

A motion was made by Flaherty and seconded by Hitchcock to adopt Local Law #7. ROLL CALL: Aye 5 Flaherty, Hitchcock, Kutcher, LaPierre, Wilson.

A motion was made by LaPierre and seconded by Wilson to adopt Local Law #8.

A motion was made by Kutcher and seconded by LaPierre to adopt Local Law #9.

A motion was made by Hitchcock, 2nd by LaPierre and carried to hire Tom Cross as the part-time Building Inspector. Mr. Cross will become the Building Inspector on April 1, 2005.

The annual report from Dog Control Officer Bruce Feml was given out to the Board.

Minutes of the November 3, 2004 regular meeting were accepted on a motion by Wilson, 2nd by Hitchcock and carried.

The Supervisor’s monthly report was given out to the Board. Bank statements were not available for review at this months meeting.

Building Inspector Bosworth presented a written report.
A motion was made by Flaherty, 2nd by Hitchcock and carried to accept the report.

The zoning officers written monthly report was reviewed. A motion was made by Flaherty, 2nd by Wilson and carried to accept the report.

Old Business:

Representatives from Mountain View Estates were not present at tonight’s meeting.
This item was tabled.

A motion was made by Hitchcock, 2nd by Wilson and carried approving Resolution #30. This resolution changes fees relating to all Town Local Laws including but not limited to the Zoning Law, Subdivision Law, Site Plan Review Law, Sign Law, including all other local laws on file.

The fees shall be set by resolution from time to time, as the Town Board deems necessary and appropriate.

A listing of the fees will be available in the Town office.

The Board discussed changes in the Sign Law concerning the sign size and the use of the Catskill Park colors.
A motion was made by Wilson, 2nd by Flaherty and carried to hold a Public Hearing at the January 12, 2005 regular meeting relating to the changes in the Sign Law and the amendment to the Zoning Law as it refers to home occupation.

A motion was made by Flaherty, 2nd by Wilson and carried allowing the Supervisor to write a letter to the Governor asking him to restore court fees prior to August 2004.

The finance committee of Councilman LaPierre and Hitchcock audited the bills prior to the meeting.
Councilman LaPierre made a motion recommending the Board approve the audit. Councilman Hitchcock 2nd the motion and all Board members voted Aye.
The general fund was $9,544.18 on abstract #12, claim numbers280 to 311. The highway fund was $11,505.71 on abstract #12, claim numbers 177 to 201.

A motion was made by Flaherty, 2nd by LaPierre and carried appointing Russ Coloton to the Zoning Board of Appeals for a 5- year term to expire on 12/31/09.

A motion was made by Flaherty, 2nd by Wilson and carried appointing Joan Kutcher to the Planning Board for a 7- year term to expire on 12/31/11. Councilman Kutcher recused himself from the vote.

The Board discussed procedural issues concerning appointments to other Boards within the Town.
The Board decided that anyone who’s term is to expire at the end of a year come and speak with the Town Board 2 or 3 months prior to the end of that term.
This is henceforth to be a procedural practice of the Town Board.
Councilman Kutcher suggested that the Chairperson from the Planning Board and/or the ZBA be present when the Town Board conducts any interviews for positions on those Boards.

Councilman Wilson presented the Board with a sample for the web site business link page.
He’s anticipating a launch date of January 1st, 2005. The form will be on the web site to download and will also be available in the town clerks office.
Anyone in Town with a business located within the Town will get a free listing on the web site. Anyone with a business not within the Town will pay a $75 set up fee and a $125 yearly maintenance fee. An advertisement will be placed in the newspaper giving the information about the business link.
The objective is a) be of service to the Town, b) be of service to the mountain- top and c) to generate income.
A motion was made by Flaherty, 2nd by Kutcher and carried giving approval for the web committee to proceed with the web page as presented to the Board.

Councilman Hitchcock was given permission to contact Kerns Nursery concerning planting’s around the Towns memorial.

There being no further business the meeting was adjourned at 8:50 PM on a motion by Flaherty, 2nd by LaPierre and carried.

The year end meeting of the Jewett Town Board was held on December 29, 2004.
Supervisor Michael Flaherty called the meeting to order at 7PM. Present were Board members Thomas Hitchcock, Charles Kutcher and Harry T. Wilson. Also present were Superintendent of Highways Robert Mallory, newspaper reporter Mike Ryan and the town clerk. Absent was Councilman Paul LaPierre.

A motion was made by Flaherty, 2nd by Kutcher and carried to appoint Paul Rosedale and Charles Tatar to the Planning Board.
Mr. Rosedale will fill the vacancy of Michael Carr. This is a one- year term and will expire 12/31/05. Mr. Tatar will fill the vacancy of Becky McGowan. This is a four year term and will expire 12/31/09. .

A motion was made by Flaherty, 2nd by Wilson and carried to hire Tom Cross as a part-time building inspector from January 1, 2005 to March 31, 2005. This will become full time April 1, 2005.

Supervisor Flaherty and Councilman Hitchcock audited the bills prior to the meeting.
Supervisor Flaherty made a motion recommending the Board approve the audit. Councilman Hitchcock 2nd the motion and all Board member voted aye.
The general fund was $3000.03 on abstract 12A, claim numbers 312 to 318. The highway fund was $430.32 on abstract 12A, claim numbers 202 to 203.

A motion was made by Flaherty, 2nd by Kutcher and carried approving Resolution #31. This resolution balances accounts in the general and highway funds for the year.

Councilman LaPierre was absent.

A motion was made by Flaherty, 2nd by Hitchcock and carried approving Resolution #32. This resolution transfers monies into an account for equipment for the Town Clerk/Tax Collector.

Nay 0
Councilman LaPierre was absent.

A motion was made by Flaherty, 2nd by Kutcher and carried approving Resolution #33. This resolution transfers monies to the Future of Jewett Account.

Councilman LaPierre was absent.

The newspaper ad in reference to the Website Business Page was postponed until January 2005. Supervisor Flaherty made a motion, 2nd by Kutcher and carried approving the ad be placed in the paper.

There being no further business the meeting was adjourned at 7:10PM on a motion by Flaherty, 2nd by Kutcher and carried.
