The year- end meeting of the Jewett Town Board was held on December 19,
2002.
Supervisor Michael Flaherty called the meeting to order at 4PM. Present
were Board
members Mark Middleton, Paul LaPierre, Thomas Hitchcock and some Town residents
and the town clerk.
A motion was made by Middleton seconded by LaPierre and carried approving
Resolution #20. This resolution is to balance funds in the general fund
and the highway
fund.
ROLL CALL: Aye, 4, Flaherty, Middleton, LaPierre, Hitchcock. Nay, 0.
A motion was made by Flaherty seconded by LaPierre and carried approving
Resolution
#21. This resolution is to pay back to the Good Neighbor Funds from the
highway fund
to the general fund.
ROLL CALL: Aye, 4, Flaherty, LaPierre, Hitchcock, Middleton. Nay, 0.
The loan was $202,000.00. With tonight's payment of $40,000 the Town
has paid back
$170,000 to the Good Neighbor Fund in 3 years. The original resolution
was to pay
back a minimum of $10,000 per year.
Supervisor Flaherty As we discussed at the last meeting there's
an opening in the Greene
County Planning Board.
Councilman Hitchcock I'd like to talk to Charles Kutcher. I got
the impression he knew
very little if anything about the Planning Board. We have the information
you gave us at
the last meeting.
There are two big issues down in Greene County presently. One is the
cement plant. It
would be interesting to know the views of the individual representing
the Town.
Councilman Middleton I think Tom's right. I don't think we can
discount the importance
of having an informed individual representing this Town especially in
light of the Empire
Zone that we didn't get this time around. The fact that, I think, part
of what this Board
would be charged with is industrial development bonds and agency working
close with
them, allowing for a tax abatements if we attract business into the County.
I think
somebody has to have a fair understanding of how that's going to effect
the people. I'm
not saying that Mr. Kutcher is not qualified. I think it would be wise
for us to just
consider other people as well if other people are interested.
Councilman Hitchcock Please understand it's nothing against the
individual. I'd like to
know where they stand on issues whether or not the County has anything
to do with them
in terms of planning and where this County is going.
When we voted on that Empire Zone it had nothing to do with the mountaintop.
It had
nothing to do with us it was all down under the mountain. I'm not say
we shouldn't have
voted the way we did. It's just we don't seem to know much about those
things when we
vote on them.
Supervisor Flaherty When I spoke to the Legislators about it there
was 600 acres
involved in the original enterprise zone. In order to complete their application
they had to
commit 488 acres to make themselves eligible. That would have been the
9W corridor.
Once they get the minimum acreage for the enterprise zone the balance
can be distributed
through out the County. The only thing they count is the actual footprint
of the building.
There was a possibility if something fell into the category on the mountaintop
it could be
considered part of the enterprise zone.
The Board decided the following:
The Town will advertise that there is an opening on the Greene County
Planning Board.
If there is a response that individual will be given a packet to familiarize
themselves with
the job.
Charles Kutcher will be given a packet and asked to speak with the Board
at 6:30PM on
January 8, 2003.
Councilman Middleton asked that the Town Board be kept informed on a
regular basis
by who ever is appointed to the County Planning Board.
This item was tabled until the January meeting.
On a motion by Flaherty seconded by Middleton and carried the Board went
into
executive session concerning personnel.
On a motion by Flaherty seconded by Middleton and carried the Board came
out of
executive session.
A motion was made by Flaherty seconded by Hitchcock and carried to reappoint
Kate
Williams to the ZBA for a 5-year term. Her term to expire 12/31/07.
A motion was made by Flaherty seconded by LaPierre and carried to reappoint
Becky
McGowan to the Planning Board for a 7-year term. Her term to expire 12/31/09.
A motion was made by Flaherty seconded by LaPierre and carried to appoint
Michael
Carr to the Planning Board to fill the vacancy of Susan Neugebauer. His
term to expire
12/31/05.
Letters will be sent to all the appointees informing them of their appointment
and the
length of the term they are to serve.
Councilman Middleton Don't' we usually wind up the year with the
members of the
departments here. Did we not do that last year? It would be nice to hear
from
everybody that everything is OK in their particular department.
Councilman Hitchcock In the last issue of the Town magazine the
State Comptroller had
an opinion about Town highway roads that are seasonal limited. I was wondering
about
Mallory Road if it's legal based on that opinion? I noticed he plowed
it. It says if
someone is in residence on that road at any time during the year it cannot
be seasonal.
Councilman Middleton Does that mean we have to take that road over
and bring it to
code?
Supervisor Flaherty We have to give those people access to their
property. It doesn't
have to be a paved road.
Councilman Hitchcock We should talk to Bobby about that. It appears
to me we
would be liable should they not be able to get up there.
Bills were audited and ordered paid. The general fund was $249.33 on
abstract #12A,
claim numbers 356 to 358. The highway fund was $44.47 on abstract #12A,
claim
numbers 217 to 218.
