Town Board Meeting A regular meeting of the Jewett Town Board was held on March 7, 2007. Supervisor Michael Flaherty called the meeting to order at 7 P.M. Present were Board members Thomas Hitchcock, Charles Kutcher, Elaine Warfield and Harry T. Wilson. Present were Building Inspector Thomas Cross, Assessor Nancy Bower, Zoning Officer William Dwyer. Also present were town residents Werner Pscherer and Michael McCrary, Windham Town Justice Michael McCarthy, newspaper reporter Mike Ryan and the town clerk. Minutes of the February 14, 2007 regular meeting were accepted on a motion by Councilman Hitchcock, 2 nd by Supervisor Flaherty and carried. The Supervisor's monthly financial report was given to the Board and bank statements were made available for review. The Building Inspector monthly written report was given to the Board. He told the Board that there has been a slow down in permits probably due to weather. He is concurrently working on unsafe buildings. Councilman Wilson made a motion to accept the report, 2 nd by Councilman Kutcher and carried. The Zoning Officer gave out his monthly written report. He told the Board he has cleared up most items and pending item's are down to zero. The Board was in agreement to seek information from the Town Attorney about the Town removing unregistered cars on property where there has been no response. Councilman Hitchcock made a motion to accept the report, 2 nd by Councilwoman Warfield and carried. The Assessor said she has had a good response from her article in the newsletter and from the web site. She met with ORPS last week and was given a very tentative equalization rate of 73.84%. Last year the equalization rate was 100%. The Assessor will continue to challenge the state on the values they use. She will be meeting with Greene County Real Property Tax Services Director Frank Algozzine to obtain better information about the impact of the equalization rate on the taxpayers. Bids were opened for the 1988 dump truck. There were 4 bids. Number 1 was from Carl Rappleyea, Jr. for $3,100.00 Number 2 was from Edwin Dippold, Jr. for $1,750.00 Number 3 was from Henry Vannucchi for $1,850.00 Number 4 was from Greene County Soil & Water for $2,350.00 Councilman Hitchcock made a motion to accept the bid from Carl Rappleyea, Jr. for $3,100.00, 2 nd by Councilman Wilson and carried. Supervisor Flaherty said that Time Warner reported receiving only10 surveys. Supervisor Flaherty made a motion to have Councilman Kutcher speak with Brenda Parks from Time Warner and ask them to help pay to send a survey to everyone in town. The motion was seconded by Councilman Kutcher and carried. The Supervisor informed the Board that the year-end update has been completed and filed with the State Comptroller's office. The Board discussed the architects' plans for the upstairs dining/meeting room off of the kitchen. The Board would like something more definite by April. Councilwoman Warfield gave a brief overview on the Association of Town meeting in New York City. She had brochures and information sheets on items the Board has discussed. Attorney Rappleyea was not able to attend tonight's meeting so he e-mailed the Board on the following issues. Mr. D'Accunto has a new attorney and has been given an extension. The closing on the surplus land should be soon. The Board would like Attorney Rappleyea to take care of this as soon as possible. On the adult use law the Board was given some options to consider. Councilman Kutcher made a motion to accept the January financial report, 2 nd by Councilman Wilson and carried. The finance committee of Councilman Wilson and Councilwoman Warfield audited the bills prior to the meeting. Councilman Wilson made a motion recommending the Board approve the audit. Councilwoman Warfield 2 nd the motion and all Board members voted aye. The general fund was $17,500.75 on abstract #3, claim numbers 48 to 66. The highway fund was $4,796.00 on abstract #3, claim numbers 28 to 42. Councilmen Hitchcock and Kutcher were appointed finance committee for April, May and June. Councilman Kutcher gave out information on outdoor woodstoves. The Board will review the information for discussion at the April meeting. The Board scheduled the regular monthly Board meeting in May for Saturday May 12 th at 10 A.M. in the Municipal Building. Councilman Kutcher commended the highway department for work done on Hyer Road after the last snowstorm. Councilwoman Warfield was thanked for the work done on the Town's first newsletter. The newsletter is now on line. There being no further business the meeting was adjourned at 8:25 P.M. on a motion by Councilman Wilson, 2 nd by Supervisor Flaherty and carried.

Special Meeting March 9, 2007 A special meeting of the Jewett Town Board was held on March 9, 2007. Supervisor Michael Flaherty called the meeting to order at 9 A.M. Present were Board members Thomas Hitchcock, Charles Kutcher, Elaine Warfield and Harry T. Wilson and the town clerk. The purpose of the special meeting was to adopt a resolution to bid out for a hydrogeology survey to be done. Councilman Kutcher made a motion to adopt Resolution #5. This resolution allows the town to spend up to a maximum of $7,500 for a Hydrogeology Survey. Seconded by Councilman Wilson and carried. ROLL CALL: Aye Flaherty, Hitchcock, Kutcher, Warfield and Wilson. There being no further business the meeting was adjourned at 9:15 A.M. on a motion by Councilman Wilson, 2 nd by Councilwoman Warfield and carried.
