A regular meeting of the Jewett Town Board was held on September 10,
2003. Supervisor Michael Flaherty called the meeting to order at 7PM.
Present were Board members Paul LaPierre, Mark Middleton and Thomas Hitchcock.
Others present: Robert Mallory, Superintendent of Highways; Robert Bosworth,
Building Inspector; William Dwyer, Zoning Officer; Mike Ryan, newspaper
reporter; several town residents and the town clerk.
A moment of silence was observed for the 2nd anniversary of 9/11/01.
Minutes of the August 13, 2003 regular meeting were approved as presented
on a motion by LaPierre seconded by Middleton and carried.
The Supervisor's monthly report was given to the Board and bank statements
were made available for review.
The tax collector's yearly report was given to the Board.
The Building Inspector's reports for July and August were presented
to the Board.
The Board discussed an unsafe building on Colgate Road.
Councilman Hitchcock suggested that "at some point next year"
the building be removed and the cost of demolition be added to the taxes.
Supervisor Flaherty will work with the Town Attorney on this matter to
find the owner and have a status report for next months meeting.
On a motion by Hitchcock seconded by LaPierre and carried the Building
Inspector's reports were accepted.
The Zoning Officer gave a written and oral report.
A motion was made by Hitchcock seconded by Flaherty and carried accepting
his written report.
Councilman Hitchcock announced that a Safe Driving Course would be held
on September 25th and 26th from 6 to 9PM in the Municipal Building at
a cost of $30 per person. This will be advertised on WRIP 97.9FM and the
newspaper reporter was asked to place an item in the paper.
DEP land acquisition:
Supervisor Flaherty told the Board that DEP has informed the Town of two
land acquisition projects. The acquisitions, one is on Deming Road and
the other on Boy Scout Road, are conservation easements.
There is a 120-day comment period and if Board members have comments on
either of these projects they can bring them to the next Board meeting.
Budget workshops were scheduled for Wednesday October 8th at 5:30PM
prior to the regular monthly meeting and Wednesday October 15th at 4PM
if necessary.
Under other:
Supervisor Flaherty informed the Board that CWC's re-imbursement program
is now in full swing and letters will be going out for those people that
put in septic systems.
Councilman Middleton was at the first firing of the kiln and passed
around pictures for the
Board to look at.
Councilman Middleton "anyone that thinks that this has been remedied
in any way, shape or form is kidding themselves. The one important factor,
in my mind, is the wind that's suppose to be an anomaly in the mountains
was once again there that day. It basically engulfed the potter's home
completely. Had the wind direction been the other way it would have been
right back in the agrieved party's home."
"I would like to see the Certificate of Compliance on that building.
Anyone can see that that building is not finished. You can clearly see
through the peaks of that building. The landscape protection from the
road, the visual protection of the pine trees, they are all dead."
"It was taken to court and there were stipulations involved and I
don't think the stipulations are being followed. The construction wasn't
complete and it was allowed to fire up. She did notify the Middleton's.
She's done her job as far as that's concerned."
"I don't know how a wood fired operation like that can have black
smoke on a continues basis. This was supposed to be remedied. She complied
100% with what she was suppose to do. My question is the eaves and gables
are open and yet this building was supposedly issued a C of C."
Upon Councilman Hitchcock's request the chimney in the Justice room
will be painted.
The Building Inspector will be asked to visit a site on Round Hill Road
with a copy of the Towns sign ordinance as the owners have "barn
sale" signs posted around the Town.
Bills were audited and ordered paid. The general fund was $6,439.60
on abstract #9, claim numbers 190 to 206. The highway fund was $10,706.54
on abstract #9, claim numbers 133 to 143.
There being no further business the meeting was adjourned at 8PM on
a motion by Hitchcock
Seconded by LaPierre and carried.
